KY APEX Accelerator’s Frank Bennett Receives National Recognition for Completion of APTAC University


The Association of Procurement Technical Assistance Centers (APTAC) recognized Frank Bennett from the Kentucky APEX Accelerator for successfully completing the APTAC University program.


Mr. Bennett, who serves as procurement consultant for KY APEX Accelerator clients in Paducah and the surrounding region, was recognized for his completion of APTAC University during the 2023 APTAC Fall Conference in Washington, D.C. He is one of only eight individuals to achieve this certificate since the program’s inception.

APTAC University is an onboarding and training system designed to educate and prepare APEX Accelerator employees to be successful in their role as procurement specialists. This program is utilized by APEX Accelerators across the country to gain a quality control standard for expected knowledge and the preparation necessary to successfully assist small business owners as they seek to do business with the government.


APTAC University includes four levels: Freshman, Sophomore, Junior and Senior. Each level is comprised of four modules and concludes with a final examination to indicate mastery of the information and ability to apply the knowledge gained. Each level also carries a minimum of five completed assignments to coincide with the material offered for those trainings.


The APTAC University program concludes with a Capstone Project on an approved topic of the student’s choosing that is presented to fellow APTAC members. The Capstone Project can be delivered live at an APTAC event or can be submitted in webinar format.


Mr. Bennett’s Capstone Project, a webinar entitled "Creating an Effective Capability Statement," has been incorporated into the APTAC University Curriculum. Mr. Bennett has also joined the APTAC University Curriculum Committee, where he is helping to expand the program’s course of study for future students.
